The Education, Training and Development Practices Sector Education and Training Authority (ETDP SETA) is seeking to appoint 19 suitably qualified and experienced candidates to provide administrative, financial, and logistical support for the effective implementation and monitoring of projects and programmes, including learner stipend administration, within the respective provincial offices. Preference will be given to candidates residing in the respective province, as there will be no relocation assistance provided.

Purpose of the job
The Project Administrator will provide comprehensive administrative, financial and logistical support to ensure the effective implementation, monitoring and reporting of projects and programmes, including the administration of learner stipend payments.
Minimum Requirements
- A National Diploma (NQF Level 6) in ETD, Business Administration/Management, Public Administration/Management, Human Resources Development, Office Administration, Project Management, or a related field. A Bachelor’s Degree (NQF Level 7) in a relevant discipline will be an added advantage
- Proven experience in project management, coordination, and monitoring within a programme or project environment
- At least two (2) years of administrative experience in a project management environment with proven exposure to financial administration and logistical coordination in the ETD sector or public entities
- Experience in learner administration, stipend processing, project coordination, or grant-funded programme administration
- Computer literate (Microsoft Word and Excel, PowerPoint, Outlook, and Internet) and knowledge and experience in database and learner data management systems.
- Knowledge of Skills Development legislation, skills development processes, and stakeholder engagement within the education and training sector.
- Strong organisational and time-management skills, with the ability to prioritise tasks and manage multiple projects simultaneously.
- Excellent communication skills, including written and verbal communication, and effective communication with stakeholders at all levels.
- Familiarity with project management methodologies and proficiency with project management tools
- Ability to work well under pressure and meet deadlines
- Detail-oriented with a focus on accuracy and quality
- Strong problem-solving skills and the ability to identify and mitigate risks and issues
- Strong analytical and technical skills
- Attention to detail to monitor and control project variables
- Ability to work in a team, with a willingness to put in extra effort and time when the team is under pressure
- An ability to work with data and perform the necessary reconciliations.
Duties and Responsibilities
- Provide administrative support for the coordination and implementation of projects and programmes
- Prepare requisitions for Supply Chain Management (SCM) to procure project-related goods and services
- Prepare, process and maintain payment documentation for projects in accordance with approved processes and ensure all records are filed and easily retrievable
- Administer and coordinate learner stipend payments, including verification of attendance, banking details and supporting documentation prior to submission for payment
- Maintain and update learner stipend and project payment registers (tranche payments) in line with approved SLAs/MOAs
- Conduct final verification of approved documents prior to scanning, uploading and reporting
- Ensure all beneficiary and learner documentation is complete, accurate and properly filed
- Capture project information and upload supporting documents onto the Management Information System (MIS)
- Verify learner banking details against approved remuneration lists and attend to stipend-related queries
- Follow up on outstanding learner attendance registers and timesheets to ensure timely stipend payment
- Complete UI19 forms for learners and respond to related enquiries and requests
- Prepare and issue letters of award to beneficiaries
- Coordinate project logistics, including travel and accommodation arrangements
- Arrange meetings and liaise with stakeholders, service providers and beneficiaries on project matters
- Support project monitoring and evaluation by collating statistical information on participants/beneficiaries
- Develop and maintain a composite monitoring schedule for all projects
- Coordinate Project Steering Committee meetings
- Follow up on termination processes with constituencies, learners and service providers where applicable
- Assist with the compilation of weekly, monthly and quarterly project reports
- Respond to project-related queries and provide administrative support to the Provincial Manager
- Perform any other administrative duties as delegated by the Provincial Manager.
