2025 Bursary Scheme: W&RSETA

The Wholesale and Retail Sector Education and Training Authority (W&RSETA) invites
public and private TVET and HET institutions, bursary administrators, W&RSETA
levy-paying entities and Retail Chairs to apply for bursaries for retail and related
qualifications. Preference will be given to students enrolled for the 2025 academic year on
qualifications that address the Sectoral Priority Occupations and Interventions (HTFV’s)
and Emerging Occupations identified in the Sector Skills Plan. Retail related qualifications
as listed below may also be considered:

  • Food Technology / Food Security
  • Financial Accounting / Management
  • Human Resources
  • Operations Management
  • Supply Chain Management
  • Business Management / Administration
  • Office Management
  • Credit Management
  • Clothing Technology / Production
  • ICT / 4 IR programmes
  1. Qualifying Academic Programmes:
  • Academic programmes comprising higher certificates, degrees or diplomas at NQF levels
    5-7
  • NCV programmes at Levels 2 – 4
  • NATED qualifications N4 – N6 at TVET colleges
  • Occupational Qualifications registered by the QCTO at NQF level 5 – 7(not learnerships)
  1. Qualifying Entities / Institutions:
    The following stakeholders are eligible to apply for bursary funding:
  • Public HETIs and TVET colleges
  • Private HETIs and TVET colleges
  • W&RSETA Levy-paying entities
  • Bursary service providers/administrators
  • Retail Chairs
  1. Submission Requirements
  • All applications must be made on the W&RSETA MIS for the 2025 Bursary Project.
  • Public and Private HETIs and TVET Colleges must submit the following supporting
    documentation as one submission on MIS during the application process:
  • Institution’s proof of registration
  • Proof of programme accreditation with the relevant quality assurance body
  • Bursary Administrators and Employers may submit the various Institutions proof of
    registration and programme accreditation documentation with the signed Award Letter
    once an allocation has been made and accepted.
  • Successful entities will be expected to enter into an agreement with the W&RSETA for the
    duration of the qualification period of the funded students.
  • Applicants must provide the W&RSETA with the following documents upon acceptance of
    the Award Letter to confirm the allocation:
  • List of selected registered students as aligned to the field of studies listed above
  • Cost schedule per course and student
  • Proof of course costing
  • Strategy to recruit W&RSETA bursars
  • Proof of Institutional registration and programme accreditation (Bursary Administrators &
    Employers)
  • Entities will be responsible for the recruitment and registration of qualifying students on the W&RSETA
    Management Information System (MIS).
  • Bursary Beneficiaries:
  • South African citizens (below 35 years if unemployed).
  • Accepted or registered with the institution for the study areas listed above.
  • Preference will be given to students classified as “missing middle” based on parental income between
    R350 000 – R600 000 as identified by the Institution

How to apply?

  • Applications must be made on-line via the stakeholder portal on the W&RSETA website:
    www.wrseta.org.za
  • Proof of the institution’s registration and programme approval with the relevant quality assurance body
    must be uploaded with the application on the MIS (as per section 3 above)
  • The provincial offices will provide guidance for first time applicants and access to the MIS.
  • The W&RSETA will not receive applications from individual students and all applications must be
    made via the qualifying entities listed in section 2 of this advert.
  • The funding window Due Date is 21 February 2025.
  • Applications will be evaluated by the W&RSETA provincial offices where the applicant is based.
  • Allocations will be made to successful applicants in the form of an Award Letter that will be generated from the MIS by no later than 15 April 2025.
  • Upon acceptance of the Award Letter, the applicant may commence with bursar registrations on the
    MIS.
  • Contracts will be concluded for all bursar registrations that are approved by the W&RSETA on the
    MIS.

Funding Structure:

  • Funding will be awarded at the discretion of the W&RSETA, based on the availability of funds.
  • Funding will be awarded to students for the 2025 academic year as per the approved funding
    structure .
  • Funding will be allocated towards tuition, books/stationery fees and an incidental / student allowance.
  • Contracts will be concluded after bursar registrations are approved by the W&RSETA on the MIS.
  • Payments will be processed upon receipt of a compliant Grant Claim form once the contract is
    concluded.
